Title: Personnel Specialist (8180) Supervisor: Arboretum Director
Required Qualifications: BA or BS and one year of appropriate professional personnel experience required. Additional experience may be substituted for college graduation. Experience with Microsoft Office Products. Applicant of choice must be able to pass background check prior to hiring.
Desired Qualifications: Previous training or experience with FMLA, Workers' Compensation law, union contract interpretation, and benefits administration is desired. Must be able to prioritize assignments and be flexible with schedules to meet employee needs. The ideal candidate will be able to demonstrate the ability to interact in a professional manner with the public, Arboretum staff consisting of a variable workforce of fulltime, part time, hourly and seasonal employees, and with Arboretum volunteers. Must have strong interpersonal skills both in person and on the phone.
Overview:
Act as liaison between CFANS Human Resources and Arboretum staff on all hiring/layoff/grievance/termination issues; lead/consult supervisors with recruitment/ hiring process (requisitions, posting, recruitment, applicant screening/tracking); prepare/revise job descriptions; prepare and enter new hire and payroll related documentation; act as Arboretum Wellness Program Coordinator.
Job Description:
60% - Personnel Functions
Coordinate and Monitor Human Resources Functions • Lead/consult staff with evaluation of duties, job specs, qualifications, pay ranges & class information when hiring or reevaluating jobs • Prepare new job descriptions/revise existing job descriptions • Process, post, advertise and monitor new job requisitions • Screen applications for University employment; reject unqualified applicants • Conduct initial applicant interview in person or through phone interview • Correspond with applicants in writing, by phone, through email and in person • Lead/consult supervisors with final applicant selection process and offer letter preparation • Conduct exit interviews; prepare separation notices, seasonal letters Liaison between College Human Resources and Arboretum staff • Interpret and explain civil service rules, bargaining unit contracts, and P/A policies • Acts as liaison between staff and University Personnel Department on all hiring/layoff/grievance/termination issues • Answer in person and telephone inquiries from Arboretum staff and campus office staff • Advise supervisors of probationary periods and annual reviews • Advise supervisors with probationary and annual review preparation • Advise/consult with supervisors during employee ‘issue events'. Attend regular meetings concerning the issue with staff and supervisor.
Maintain various records and reports on Human Resources Functions • Maintain records and provide vehicle permit ID cards, workers' compensation reports, visitor injury reports and vehicle accident reports • Prepare, distribute and monitor visitor injury follow-up/corrective measure report • Maintain and copy staff phone, address and emergency lists • Maintain various employee rosters • Set-up and notify staff of Professional Development Opportunities - CPR, First Aid, supervisory training, University classes, short courses, retreats, etc. • Conduct supervisory/employee training sessions on hiring process, position benefit levels • Maintain employee files Liaison between CFANS MAST Office and Arboretum MAST participants • Lead/consult supervisors with selecting and hiring MAST trainees • Prepare and distribute MAST orientation material • Lead/consult MAST students with processing payroll forms, enter students information into PeopleSoft
20% - Benefits Administration
• Meet with new hires and explain U of MN benefits package appropriate to employee position, answer questions and submit enrollment forms to university employment benefits department for processing • Assist current employees with benefit related inquiries, changes, etc. • Attend DEBCP annual meeting • Present information on benefit changes to employees • Assist staff with benefit questions and elections during annual open enrollment period • Enter and monitor FMLA/Work Comp, leaves of absences in PeopleSoft program
15% Payroll Coordinator
• Prepare new hire forms and enter new hires, status changes, terminations, leaves, etc into payroll system • Process employment verification inquiries concerning past and present staff • Keep up to date on payroll policies and procedures • Interpret and explain civil service rules, bargaining unit contracts, and P/A policies as they pertain to payroll processing
5% - Wellness Coordinator • Attend Wellness Coordinator meetings on campus. • Present information on U of M Wellness Program to staff ; assist staff with participation in Wellness Programs such as the Wellness Assessment, 10,000 step program, Stair Challenge, etc.
Additional Information:
This is a Civil Service, 50% time (20-hour per week) appointment which includes the University of Minnesota partial benefits package appropriate to the appointment. This position will accrue vacation and sick leave; holiday pay at 50% level; is enrolled in the MSRS retirement plan, and has the option to participate in the university medical/dental/life/LTD/STD/ LTC insurance programs and flexible spending accounts. There is no university contribution towards the premiums cost at this appointment level.
Salary: $16.12 - $18.50 per hour
